Haiti: Hurricane Season 2008


1. Objectives

Objectives of the assessment mission are defined as follows:

- Ensure coordination of the assessment with regional Protection civile (DPC) based in Cabaret and the Mayor's office in Arcahaïe, local leaders (CASEC) and the Arcahaïe branch of Haiti National Red Cross Society (HNRCS)

- Collect relevant information with the authorities and the RC branch in Arcahaïe and Montrouis

- Assess the temporary shelter and refuges and affected communities between Arcahaïe and Montrouis. - Identify immediate as well as longer term needs of the affected populations according to gathered information from local authorities and the Haiti National Red Cross Society (HNRCS)

- Identify real gaps in shelter, relief, water/sanitation and health initiatives provided by other organizations - Develop a sequence of engagements to address the immediate basic and longer term needs

- Identify potential threats or conflicts that may hamper IFRC emergency response and constraints to provide support to the affected families

2. Background

This FACT field rapid assessment was designed and conducted together with ICRC in a multisectorial team (health, watsan, restoring family links/relief, recovery) to be conducted in areas of the department of Ouest, specifically in Arcahaïe' and Montrouis' affected areas along the rivers Courjolle and Mathéux (Arcahaïe) and La Couline (Montrouis) and in the affected areas of the river sheds.

The assessment team met with the Haiti National Red Cross Society (HNRCS) branch representative of Arcahaïe (M. Armil, tel# 3607-8729) and coordinated with HNRCS volunteers from Port-au-Prince (Mme Ferna tel# 3675-3517 or 3462-4121) verifying the established list of beneficiaries worked out by the branch on September 6th 2008.

The team met also with the Director of the Mayor's office (M. Soulie tel# 3723-3618) and was further accompanied by the local counterparts responsible for water. He might not be directly Services nationales des eaux SNEP but the authority none the less from SNEP and a shelter representative from the Mayor's Office when doing their site selection and the assessments.
