This situation report is based on information received from the United Nations Resident Coordinator's Office in Pakistan, National Disaster Management Authority, Pakistan Meteorological Department, Clusters, and media sources.
Highlights
The total of death now stands at 319 with 224 missing. Figures of homeless and affected remain unchanged. In NWP, the NDMA reports that flash floods have resulted in 56 more deaths over the last few days. The total death toll now stands at 110.
There has been reported increase in cases of water borne disease i.e. , Acute Watery Diarrhea (AWD) and Respiratory Infection in the flood affected districts of Sindh and Balochistan.
The total camp population in Sindh stands at 31,100 and at 4, 083 in Balochistan.
The World Bank (WB) and Asian Development Bank (ADB) will lead a 'Damage and Needs Assessment' to provide preliminary estimates of reconstruction costs following the cyclone and flooding.
Widespread rains accompanied with thunderstorms are expected in northern parts of the country and in river cathment areas. The current weather situation is likely to persist over the next 3-4 days.
OVERVIEW
NWFP
1. The search operation is underway in Upper Dir district and the exact death toll is yet to be determined. The district government has provided shelter, food, non-food and health items.
Sindh
2. The NDMA reports that the present flood water situation in the Dadu district is likely to prolong and may worsen in case of more rains. There has been an increase in camp population from 15,590 (on 19 July) to 17,200 (on 21 July). The situation in Kambar district remains stable. The number of people in relief camps has started to decrease with some moving back to their villages as water recedes.
Balochistan
3. The Provincial Government reports that floods have caused damage to roads amounting to approximately Rs 1,532 million (USD25m) in 22 districts and Rs 8.47 million (USD141,666) to agriculture. Some 4,507 water sources have also been damaged.
NATIONAL RESPONSE
4. The Prime Minister of Pakistan has announced Rs 300 million (approximately USD5m) for the flood affected districts of Balochistan on 20 July, in addition to Rs 300 million announced earlier by the President.
5. NDMA reports that Rs 237.5 million (approximately USD3.9m) of the total allocated Rs 300 million (approximately USD5m) announced by the President of Pakistan has now been disbursed to 15 districts in Balochistan. The compensation will be provided to 15,830 households.
6. Beneficiary identification in Sindh is underway.
7. The Provincial Health Department confirms that more than 85,400 patients in Balochistan and 57,580 patients in Sindh have been treated as of 21 July.
8. As of 21 July, NDMA reports that 7,000 tents are being transported to Kharan, Jhal Magsi and Jaffarabad district in Balochistan. Some 200 tons of food items are being transported to Baluchistan and 400 tons to Sindh.
COORDINATION/ASSISTANCE (International & National)
9. The World Bank (WB) and Asian Development Bank (ADB) will lead a 'Damage and Needs Assessment' to provide preliminary estimates of reconstruction costs following the cyclone and flooding. The assessments will cover 19 districts in Balochistan and Sindh provinces. Each of the clusters has been asked to provide one technical specialist. The assessment is being carried out at the invitation of the Government of Pakistan and assessment teams will work with NDMA and Provincial Government focal points on the ground.
10. IFRC field assessment and coordination team (FACT) has completed its assessments on 18 July of Kech and Jhal Magsi districts in Balochistan and Kambar Shahdadkot and Dadu districts in Sindh. The results of the assessments will be made available on 25 July. As of 23 July, the Pakistan Red Crescent Society (PRCS) and IFRC have provided medical assistance to more than 10,000 people. Non-food items have been distributed to more than 9,100 people and further NFIs stocks have been prepositioned.
Cluster Activities
Shelter and Camp Management Cluster
11. Representatives from the Shelter and Early Recovery Clusters visited Quetta from 19 to 21 July to support provincial and district-level coordination. The Provincial Government highlighted the need for capacity-building and technical assistance at the district level.
12. A Cluster Technical Working Group has been established to develop technical guidelines and standards for design and construction of non-tent shelter. The Working Group includes UN-Habitat, Care-International, NRC, SPO, Mercy Corps, UNICEF, NESPAK and Provincial engineering departments.
13. NRC conducted a two-day training workshop on camp management 21-22 July for government officials in Balochistan. 23 officials from civil defence, education, police, health, engineering and social welfare departments participated.
Food Security Cluster
14. A total of 4,000 food parcels have been distributed to the coastal town of Pasni in Balochistan. The PRCS and IFRC distributed 9,500 food parcels in Sindh and Balochistan.
Health Cluster
15. In both Sindh and Balochistan, increasing cases of Acute Watery Diarrhoea (AWD) have been reported. Data from last week shows that more than 20% of the cases reported daily were AWD-related. MSF-Belgium established a Diarrhea Treatment Centre in Turbat district on 21 July. In Sindh there were over 5,000 reported cases of diarrhea.
16. As of 22 July, 26 medical camps and 28 mobile teams are functioning in Balochistan, and 94 doctors have provided medical aid to 85,416 patients.
17. UNICEF has provided 1,000 bed nets and 2,000 rapid test kits for malaria to the Department of Health in Balochistan as of 22 July and cash assistance to the District Health Officer of Kech to assist in measles vaccination campaign.
Protection Cluster
18. The Cluster has raised the following concerns:
- Priority must be given to elderly, unaccompanied children and single female headed families among the displaced population accessing relief items particularly during food distribution;
- Those not holding a National Identity Cards cannot have access to food assistance;
- Gender separate latrines and washing facilities with appropriate lighting and security arrangements are needed.
Education Cluster
19. UNICEF joint rapid assessment indicates that in Kharan district, 80% of schools and 100% of kacha (made of mud and straw) schools have been damaged. There is now a need to build at least 100 schools in the district. In Kech district, 150 out of 540
schools have been affected and 13 schools are being used as relief camps. In Khuzdar district, 60 schools for boys and 20 schools for girls have been affected out of the total 660 schools in the district. Some 90% of schools in all affected districts require learning materials and school furniture.
